FWIW...It's always best if you include your question
in the body of the message.

Anyway.....

You can do the cutout with the freeware IrfanView.

(FWIW...it's always a good idea to create a System
Restore point before installing software or updates)

IrfanView

(get the plug-ins too)
http://www.software.com/irfanview-plugin

Once installed...open your photo in IrfanView and left
click/drag a box in the center of the photo.

You can resize the box by dragging the double arrows
on the edges and you can move the box by right click/drag.

When the position and size of the box is correct...
go to...Edit / Cut - Selection...or...Type...Ctrl+X.

Now...I'm guessing you want to preserve the transparency
of the cutout?

OK...go to...File / Save As / PNG...
(In the right pane..be sure "Save transparent color" is ticked)

Choose a save location and enter a file name...

Left click...Save...

Now......to preserve the transparency...left click the Black
hole and wait until the "Choose transparent color" screen
closes.

That should be it.
