Is it possible to take two different clip art graphics and merge them to one
and save it as a new clip art?

Sure. What program are you using?
Take a look at this article, it is for Publisher but it is valid for other
Office products.

Yes you can. all you do is right click the clip art and choose umgroup. You
get a message that it has not been converted yet say yes and then right click
again and select ungroup this time you will see white dots appear on the clip
art deselect and then start modifying the clipart you can remove or add.
change color etc then when you are done just select all and choose group and
it's back
