How do I turn a photograph into a colourful cartoon image?

I'm designing a poster, and I want to turn the background into a cartoon
image to contrast with the sober-coloured foreground. I want to convert a
speciifc photograph into a cartoon.

What type editing program do you have?
If you have a photo editing program with effects such as outline, edge detect or
other tools you might achieve a cartoon look.

The freeware IrfanView has image effects
that may provide an image you could use
for your project. After you have IrfanView
downloaded and installed...open an image
in the program type...Ctrl+E...to open the
Image Effects Browser.
