First off I am in a school environment, Has MS moved their clipart to outside
vendors? It seems that our content filter is blocking the clipart all of a
sudden.

No, the clipart hasn't moved. It is still here:

Empty your temporary cache, see if that makes a difference. In Internet
Explorer, Tools, Internet Options, Delete. You need to delete the temporary
files.

Mary, this doesn't work. Any other ideas? Saw a post from you on another
site that said to add office.microsoft.com to the trusted sites. That didn't
work either.

After using Wireshark to do some sleuthing, it would appear that the clip art
thumbnails are indeed at a different domain - one which our firewall was
blocking as "freeware/download". Whitelist "msecnd.net", this worked for us.

Good afternoon,

We are having the same problem at a regional polytecvhnic in New Zealand.

Office 2007 will preview clipart in the Task Pane, but is giving an error
code of 0x800C000B when I try to insert the clipart image.

We have already white-listed the microsoft clipart addresses, with no success.

Could anyone else confirm that they are encountering the same problem?
