How do I join two pictures to become one?

I scanned parts of two pages. Now, I would like to join them together to be

Most photo editing programs have a "stitch" utility.
www.irfanview.com is a free program that has a panoramic utility. You need to
get the plug-ins.

You can also put them in Publisher or PowerPoint, and group them and then
save as picture to make a single image.
