Most if not all image editing programs have
Sepia as an option. Here are two freebies
you could try:

FastStone Image Viewer
http://www.faststone.org/FSViewerDetail.htm
(Go to - Edit / Sepia)

Irfanview
http://www.techspot.com/download299.html
(get the plug-ins too)
http://www.techspot.com/downloads/472-irfanview-plugins.html
(Go to - Image / Effects / Sepia)

Tip...always save your edited images under
a new name so your originals will not be
altered.
