Whenever I send a WMF file inline of an email (HTML format), it looks fine in
the draft but the recieved email displays the picture in very low quality.
It looks almost like a gif that has not been saved in high enough resolution,
or an image that has lost rasterization; everything is blocky and thin lines
are almost completely lost. JPGs and GIFs do not have this problem.

Is there any way to send WMF files embedded in the content of an email
without this loss of quality?

Convert the .wmf to a raster format before you send the picture or send the
picture as an attachment.
You are trying to send a vector picture and are hoping it stays a vector...
