I wasn't sure if this is the right forum to post the question so sorry if it
isn't.
I am trying to edit a picture in Paint and remove the outside part. However,
no matter what I use whether its the rubber, line, airbrush etc the diagonal
lines are always with jagged edges (it is not 45 degrees). How do I overcome
this either in paint or other microsoft program.

This is the nature of raster images. You might try a different program but I
doubt you will see the diagonal line any smoother. A lot depends, too, on the
resolution of the image. The jagged edges will appear to be worse when you zoom
in. How does the image print?

Try www.getpaint.net it is free and better than MS paint.

What are the pixel dimensions of the image?

How did you acquire the image?
