need to edit and email ms Picture Manager text document

I was emailed an application and I need to fill it out and email it back.
The application was sent to me in a Microsoft Picture Manager form, which I
understand cannot be edited with text, or "filled out," like an application.
Is there any program I can convert this file to so I can complete it online
and email it back to the sender? Thank you.

Can you fill the form out manually and scan the results?
Do you have a scanner? If you have a scanner you can scan the form and use the
OCR software that usually is bundled with scanners. If you have Microsoft
Document Imaging, it has a Word utility. If you go the OCR route it will take a
lot of editing.

If you have Publisher you can put the scanned document on the Master page and
use text boxes for the fill.
