Copyright/image usage

Hello,

I work for a local government (council) and wish to use a few pictures from
the ClipArt Library on some flyers that I am designing to advertise our
service. We work within the education sector and our services are designed to
provide professional development for teachers in schools. I would also like
to use a few images in our newsletter that we give out free to schools.

I would appreciate your feedback on the copyright implications of this.
