I have recently drawn a picture using a photo found in clipart as a
reference. would I be violating any copyright laws if I sold it or made
prints of it to sell? If I would be violating copyright laws, is there any
way to get permission, or buy rights to the photo?

I would be grateful for any information you could give me.

I have looked at the list of providers, but cannot find the picture that I
used. It is number j0409655.jpg on the microsoft online clipart page.

You could try a search like this
http://unlimited.photostogo.com/store/search.asp?SearchStr=lips%2Bteeth&P=1&Fil3=3&Fil5=5&Fil7=7&Fil8=8&find.x=14&find.y=15
This search brought up quite a few images similar to yours.
