Keep photos in place

[Lost in Delaware]

I work with a lot of photos and have a devil of a time trying to keep them
from moving all over the page. How can I keep them where they're supposed to
be? No text is involved. Just images.

What application are you using? Have you tried inserting the photos in a table?
