How do you forward a mail to another person, if the mail are sent directly to
you or to you as a member of a distribution-group ?

What email program are you using? Look at the Message menu in Outlook Express,
the forward command will be in this menu.
In Outlook the forward command is in the Actions Menu.

Just high-light the email and click forward.

I'm sorry I didn't express myself clearly.

The issue is about a manager and his substitute.

The manager has a rule, that when he receives a mail, it is also send to his
substitute.
This is not happening when he is a part of a distribution-group.
