If you wanted to use a downloaded clip art photo for a book jacket, would you
need permission?

If you have a valid license to Office, you can use the clips:

Personal items
Business items, under the following restrictions:

1. The clip should not be used as a part of your logo.
2. If you are selling an item which depicts the clip, the clip cannot be
the primary value of the item ( you cannot sell a clipart collection or sell
a book of just clipart, etc)

Thank you, Mr. Ballou. Please tell me if I'm interpreting you correctly: If
used as a cover jacket photo over which a book title would be superimposed,
the Clip Art photograph could not be construed as intrinsic to the book's
commercial value (if any commercial value is attached to the book at all)?

As long as it is not a book of clipart or the clip is not the primary value
of the book you should be OK

This is from the http site you recommended. Now I have a problem, because I
really liked your answer the best. Which is correct? Is using clip art for
a book cover different than illustrating in chapteer of a book? Thank you so
much for your attention to this. I certainly don't want to go the wrong way.
