borders and backgrounds

how do i use the borders and backgrounds that i have downloaded from office
online in my word document. everytime i try to use one, the background or
border is not where i want it, or the sizing is not right. i would like to
use a downloaded border around a table or the backgrounds applied to the
entire page, not just like a picture
