How do I edit a photo using picture manager - 4 inches wide and 200 dpi?

There is an edit pictures on the Getting Started task bar. Is your picture the
size stated or are you wanting to change your picture to this size?

Photo has to be 4 inches wide and 200 dpi. Using picture manager, how do I
specify that? Pixels are the only choices.
