How can I create my own dotted line to separate a cut-off section for a
permission slip? Or even just use scissors to make it clear where to cut off
and return to organisers?

Word 2007?
Insert , Shapes, Line, the Format tab appears, look next to the red colored box
where you see a pencil and the blue line, expand that menu, select dashes...

V, just go to the second line on the keyboard, right above the letter P and
use the top line beside the zero called dash without the shift and you will
have your self created dotted line to cut when needed.
