my clipart is unavailable. how do I get it to work?

I can't download clipart to publisher and I can't retrieve any that is in it.
This is very frustrating!

You cannot download clipart to Publisher; you can download the clipart to your
Clip Organizer. If you click the third icon under a clip on the Office site,
that will put the clip on your clipboard, paste it into Publisher.
Are you getting an error? What happens when you try to download?
Have you cleared your temporary cache lately? In Internet Explorer, Tools,
Internet Options, delete...
