Is there a way to add a description or comment to a picture?

I need to add descriptions to old pictures, list of names etc. But I cannot
come up with a clear way of doing this. Any help would be appreciated

Some pictures can be right-clicked, properties, Details tab. You can put a lot
of information in the comments area.
Not all pictures have these options. I have discovered .png and .gif images
usually are devoid of options.

Hello Tammy,

Microsoft has a new or old product called Windows Live that can be
downloaded onto your computer; and once you have downloaded the application
associated with the proudcts, there is a Windows Live Photo Gallery that
listed and you can use it to add description and name tag to you photos.
Once you have run the gallery on you computer, the icons will walk you
through what you need to get done.
