In the "good old days" Microsoft Clip Gallery preserved the WMV status of
clip art downloaded from the website. In the "step backward modern times" the
clip art is converted to bitmap images. This is less than helpful. Even
re-installing Office V.x does not help (even though it worked just fine)
because somehow 08 breaks it so .CIL files wi only load into the inferior 08
Clip Gallery product.

Why was this done?

Can it be prevented or is there a way to use the clip art without Clip
Gallery?
