How long is temporary? I've been getting this message for 3 weeks now at
both my office and my home (ever since we upgraded to Office 2007) whether I
am using my new version of Office or my older version of Publisher. Is there
something going on at microsoft or is there some software conflict that my
computer is not allowed to get MS clipart?

The Office web site has not been down. Look at your permissions or how you are
setup.
Can you connect if you are not trying from an Office application?

I can access the clip art site just fine. I just can't actually download the
clip art that I select. When I click on the "Download Clips" link I get
"This Service is temporarily unavailable" and my selection basket is emptied
(so now I have to hunt around again for the clip art I had already found).

Now, when I try to download clip-art from the old computer in the office
that does NOT have Office 2007 installed on it, it all works just fine. But
from the new computer (and my home computer) that have Office 2007 I get the
"unavailable" message when I try to download the clip art I have selected.

So I'm assuming that there is some active X setting or internet security
setting that isn't set correctly on the new computer. I just don't know
which or where

There are some ideas here
Downloading clips, templates, and training with the ActiveX control
http://office.microsoft.com/en-us/help/HP010349411033.aspx

I assume you emptied your temporary cache, in IE, tools Internet Options,
delete, delete files.

Make certain the Microsoft Media ActiveX component is enabled. In IE, tools,
manage add-ons.
