How can I crop a picture in an oval instead of a rectangle?

You need advanced image editing software.
For example with MS Digital Image Suite you
can choose any shape you like and fill it with an
picture.

For an oval you would select the circle and drag
it to the exact shape you like...then fill it with a
picture.

Also you can make a cutout any shape you like
and add it to a different image.

There's a 60 day trial version available for
download if you would like to give it a try:

In addition to John's advice, in Office products, draw an oval, fill, fill
effects, picture tab, browse to your picture.
