Using Organizer when not online

When I'm in the office and online I have no problems using clip art. From
any Office 2007 program I can select Insert, Clip art and the organizer
appears. In addition, when I go to search for files, it finds them. When
I'm working offline, the organizer will appear but won't find any images.

Do I need to adjust a setting somewhere?

Office 2007 shipped with very little clipart. The Organizer will go out and
collect image information on your hard drive. File, Add clips to Organizer.
Otherwise you must be online for the Office clipart to be available.
