Is there a charge to download the clip art?

If you have a qualifying Microsoft product you can download for free. If you don't
have a qualifying Microsoft product, you can't download at all.

Hi Mary,
it look like you are the one who can help me....I know that i can download
for free, however is it possible to purchase images from the Clip Art and
avoid future problems...

There is a list of providers on the Clipart site. Some of the Microsoft clips do
have the provider listed in the preview, most do not.
I directed one poster to a provider, she was able to find her clip and bought
the license for a mere $5.95.
