I have this exact same problem! Running Windows XP SP2 and Office 2003 with
SP2. I have run the MDAC component checker and it finds no problem. I try to
install the MDAC 2.8 SP2 update and it says I can't because it is already a
part of the operating system. I have seen this error documented and every
cases refers to the link you provided, but it does not fix the issue. Please
help!

Try this,
Start, run, enter
regsvr32 ole32.dll
There is a space between the 2 and o.

This article maybe helpful as well although it doesn't have your specific error, the
article suggests the Jet 4.0 might need to be updated.

You receive a "Clip organizer cannot complete operation the specified procedure could
not be found error code 0x8007007f" error message when you try to insert Clip Art
into an Office document or publication

I can't find any article that specifically addresses your error and the
Organizer. You might take a look at your firewall and permissions.
You could rename your MStore10.mgc file to MStore10.old. The Organizer will
create a new catalog the next time it is opened.

The MStore10.mgc is in a folder similar to this: (hidden)
C:\Users\<<user>>\AppData\Roaming\Microsoft\Clip Organizer (Vista)
or
C:\Documents and Settings\<<user>>\Application Data\Microsoft\Clip Organizer
(XP)
