After downloading any clip art moving or still, do I have to reduce the size
to be able to paste into email message body. If so , when do I reduce and how?

You cannot reduce an animation. Animation is a group of frames, you would have
to re-size each and every frame. It would take special software.

If you have Windows XP there is a free resizer here
