I noticed that a text box can't be placed below a picture in Picture Manager.
I can do it in Word but I don't want to save the picture as a Document. How
can I add text below a picture and save it as a picture or image?

Any editing program, even MS Paint is capable of adding text to a picture.
www.paint.net is free, a really big step up from MS Paint.
