I work for a government agency and am putting together resource pack for
internal staff informing them of changes in the organisation.
Am I allowed to use clip art images for this? The document I'm creating
isn't for commercial gain but will be circulated to staff across the country
for information purposes only.
I've read some of the legal links that have already been posted for other
questions but I'm still not clear if I'm allowed to do this or not.
Please help.

I understand that you can't offer legal advice but the information in the
links you've given me doesn't really answer my question.
Do you know if there's an 'official' route that I can follow to get my
question answered or who I would need to contact on this website for legal
advice?
