Can't insert clip art into new email - Can't find it

I can't insert clip art into a new email. With the cursor in the body of the
email, I go to Insert, and Picture, but I don't have Clip Art listed as an
option as others do in my office that are using the same system. Is there a
setting in my Toolbars that I need or does it have to do with the Organizer?

Be certain you have HTML enabled. In Outlook 2007 the Format is found in the
Options menu.
