How to tag photos in MS Office Picture Manager?

I want to tag photos so I can keep them in one folder rather than multiple,
and retrieve by topic, eg pets, or beach, or pets on beach. I can do this on
Flickr but can't see how in MS Office Picture Manager. Thanks for any ideas.

The Picture Manager will let you rename and add numbers but not tags. You will
need a different program.
