Does Windows Media Player v. 11 have a built in WMA to MP3 converter? And if
not, what is the best/safest way to go about obtaining a program whether it
be by microsoft or shareware, etc.

No...WMP11 does not include a format converter,
but instead of purchasing/installing additional
software you could burn a music CD using the
.wma files and then rip the CD with .mp3 as the
target format.
