I am able to add clips to the basket; however when hitting download I receive
a message that this function is not available at this time and to try again
later.
Might this be something on my side that I need to do? earlier the message
advised me to enable cookies.

Did you enable cookies?
Maybe it would help if you empty your temporary cache. In Internet Explorer,
tools, Internet Options, delete, delete files.
You could put the clipart site in your trusted area of your browser.
In Internet Explorer, tool, Internet Options, Security tab.
Click Trusted sites, click sites, Uncheck *Require server verifications (https:)
for all sites in this zone*.
Type http://office.microsoft.com in the address bar, click add.
