There used to be a way to click on an icon and be able to blend several
colors from the background of a picture together and use that new combination
to fade or smear out other objects in the picture. I have done it, but don't
remember what program it was in, it was in a MS program. Does anyone know
what program that is? Did MS change it?

I'm not sure what you are looking for but MS
Digital Image has a blending brush and a
clone brush...maybe you could use that.

There is a 60 day trial version of DIS 2006
