I'm using MS Word to make webpage templates and I want to use the clipart and
texture choices Word has to offer. But will I be breaking any laws if I use
their clipart/texture when the templates I am making will be sold?

Let me just say that I have a legal copy of Office.

And the webpages are templates for use on Ebay for members to use in selling
an item. So the clipart would be decorative only. The members who use the
page would add their own photos for the items THEY are selling. I would just
be selling the template.

Hope that clears up any confusion...

I have read the legalese. It is unclear to me.
Can I purchase the non-exclusive rights to a piece of clip art from this
site?

If you find the vendor for the particular piece of clipart you want, then
negotiate with them.
Many of the providers are listed on the Office clipart site. Look at the left
pane.
