You'll need a photo editing program. Try www.getpaint.net it is free.

There are many really good editing programs, look around, get recommendations
from your friends.

Better yet...make a cutout...(think paperdoll).
A project can be several layers...sometimes
I make a cutout and just leave it in place so I
can position another picture behind it.

Most any advanced image editing software
has the tools for creating cutouts.

Here's an example of a project I did using
MS Digital Image Suite. We had an original
photo of Mom and one of Dad but wanted to
combine them into a family shot.
