When working in Office Picture Manager , is it possible to enlarge thumbnail
JPEGS without loss of quality, or to save them as a file which will allow
enlargement?

Not sure why you would do that...don't you
have the original photos?

Thumbnails are just that...small low resolution
copies of the full sized photos. If you enlarge
them they will become pixelized.

There is software available on the net that
claims the ability to enlarge low resolution
images. 'Genuine Fractals' is one example...
