How do I make a horizontal picture look wavy or curvy?

Download www.irfanview.com and the plug-ins.(It is free) Open your picture, on
the toolbar, Image, Effects, Effects browser, scroll down to Circular Waves.
A lot of editing programs have the same type filter, you may have it in your
application.
