how do I eliminate the white margin i.e. "print to the edge"

I have "filled" a blank document with a picture from Clip Art. When I print
it, the colors do not "print to the edge". I have tried to eliminate all
margins, but it still has a white border all around the document (I was able
to get rid of the top margin)

Could it be the limitations of the printer?
