I have a picture that I want at 640x480, but I want to compress the file
size. Microsoft Office Picture Mananger will give me a 640x480 uncompressed
OR a compressed picture at 448x336. That's not what I want.

A few more details on exactly what you are trying
to accomplish might be useful. Do you simply
need to decrease file size? From what to what?

Saving the file in the .jpg format will compress it.
