I have endeavoured to ungroup clip art in wmf format in Publisher and in Draw
plus format. This does not always work. Is there another way to separate the
clipart components?

No, there is only ungroup. Sometimes an image will have a .wmf extension and not
be a true vector. Try inserting the picture into Paint or another editing
program. Use the masking tools to change components.
