How can I edit the TAGS for picture (jpg) files as a group

I have some 20,000 jpg files with an assortment of TAGS. The Tags need
editing, to correct duplicates, errors, and so on.

I need to find a software program that allows this to be done independent to
the actual jpgs.

Any ideas gratefully received. Thankyou in advance
