Can a government organization use a picture from Microsoft clip art online as
the logo for a financial system upgrade project? We would be using this same
picture on our project website and on any project documents (alongside our
project name) including a Request for Proposal that we will use to solicit
proposals from outside businesses.

I'm unsure after reading other blogs since we are a government organization
and this will be used as a project logo (not a company logo). The main
purpose of using this logo will be to make the project seem more fun.
