aspect ratio in Picture Manager won't work when resizing images

I took2 screenshots to show what is happening.

Before
Loading Image...

When I first choose Edit>Resize I see this on the screen. The original size
shows to be 144 wide x 300 High, which is correct.

I am trying to reduce the height to 248 px.

As soon as I type 248 px in the height box (on the right), the radio button
is now ticked choosing custom height, but 1024 px appears in left width
column. To make matters more confusing, the new size now reads 248 wide (not
high) and 517 High. You can see that below.

Either there's something wrong with this program or I'm missing something
that certainly is not obvious. Any further help would be appreciated.

Picture Manager resize tool can be tricky but you
can make it work for you. The good news is that it
will always preserve the original aspect ratio of the
photo.

Select the photo to be resized and tick 'Custom
width x height'...enter the largest dimension in each
field (in your example 248) the new size will appear
below.

Unfortunately, as luck would have it, I need to re-size based on the
smallest dimension and it does not work. I've never seen a re-size mechanism
in a program that doesn't work before and I'm a bit stunned that Microsoft
has let this go, if they have.

Do you think it could be my copy of the software? How would I uninstall
just this part of the office suite and then re-install it? If it's not my
copy, where do I go to report this bug to Microsoft?

wanted the height to be 248 pixels which would mean
entering 248 in each field. The result would be some-
thing like 119X248.

What size do you want the final photo to be?

I think it is working the way it was intended (though it
is an unusual setup).

What version of Windows are you running?

I'm running windows xp and I have office professional 2007. I do want the
height to be 248px. The original is 300px. I don't want to have to calculate
what the width should be. Any program that locks the aspect ratio should do
this automatically. However, like I said, when I tick the custom box and
enter 248 in the width 1024 appears in the left width column. To make matters
more confusing, the "new size" designation at the bottom now reads 248 wide
(not high) and 517 High. You can see that here.

In addition, I might note that, regardless of what image I do this with, as
soon as I tick the custom W & H box, 1024 appears in the width box and 768
appears in the height box.

1024 x 768 is just the default...don't pay attention to that.

You don't have to calculate anything....the aspect ratio
is automatic. All you have to do is enter the greater
dimension in *both* fields...in your most recent example
you only entered 248 in *one* field...try entering 248
in both fields and your new size will be 119 x 248.

You can enter numbers up to something like 8000 in
*both* fields and the final result will be a photo with the
correct aspect ratio and the number you entered as the
greatest dimension.
