you can download more clipart for office from here.

You should have a 2nd CD the Media Content CD that contains Clipart. You
need to install the disk to access the clipart.

When using WorksSuite 2000 on Windows 98 I had a large library of clip art
available. Now that I'm using Office XP on Windows XP I have almost no
clip
art available. Is there a way to access the clip art library from
WorksSuite
2000 into Office XP? Or is there a better method to access a similar
library?

As Paul said, Office XP came with a media disk, it has its own setup.

If you have the Clip Gallery on your computer you can still use it. There is an
add-in here:

You can use the Gallery as a standalone, drag the CAG icon to your desktop, you can't
insert from it but you can drag and drop, it is in a folder similar to this:
C:\Program Files\Common Files\Microsoft Shared\Artgalry

Put a check in the box of your selected picture, the image will go into your
basket, when you are ready to check out, click your basket, click open, the
pictures will go into your Organizer/Gallery

I do that and it keeps telling me to enable cookies which I thought I already
did.

Empty your temporary cache, in Internet Explorer, tools, Internet Options,
delete, delete files. If that doesn't work put Office in your trusted sites.
In Internet Explorer, Tools, Security tab. Click Trusted sites, click Sites
button, uncheck *Require server verification (https:) for sites in this zone*.
Type http://office.microsoft.com , click add
