Jo,
Have you done the typical troubleshooting options?
Delete the Temporary cache, in Internet Explorer, tools, Internet Options,
delete files
Change the name of your Mstore10.mgc file; (hidden) C:\\Documents and
Settings\<user>\Application Data\Microsoft\Clip Organizer. Change the
Mstore10.mgc to Mstore10.old. You will lose any customized keywords.
Move your temporary folder, in Internet Explorer, tools, Internet Options,
Settings button, move folder.
Put Office in your trusted sites. Internet Explorer, tools, Security tab,
high-light trusted sites, click the sites button. Clear *Require server
verification (https:) for sites in this zone*
Type http://office.microsoft.com in the address bar, click add.
Be certain the Media component is enabled. Internet Explorer, tool, Manage
Add-ons, scroll down to Microsoft Office Template and Media Control.

Post by jbMary,
I have the same problem when trying to insert clip art, but I tried to
download MDAC 2.8 and I received an error code indicating that this program
is already a part of Windows XP. Then I tried the MDAC SP1 and received a
fatal error code and something about the SQL server, etc. I have tried
various things and looked for support on this problem, but nothing so far.

You receive a "Clip Organizer Cannot Complete the Operation" error message when
you try to start Clip Organizer
