Changing colors in part of a clip-art that won't ungroup

I am trying to change the color in one element of a clip art that won't allow
me to ungroup. I have followed all of the helps for ungrouping and coloring,
and have done it in the past, but this one won't. Can anyone help?

Is it a .wmf or .emf image (vector)? If not you will have to take the picture
into a Paint type program and change the color.
